August 18, 2002 8:15 pm - It's only a matter of time before some European official will blame America for the flooding in Germany.  Another guarantee is that someone will proclaim this as proof of global warming.  Count on it.   And the solution to this vexing issue?  Central planning, of course!  It's never worked in the course of human history and has been the source of unimaginable misery for countless millions.  Such facts never deter the do-gooders from their quest to dictate how we must live.
